To make a shitbox so cheap that the average eastern block citizen could afford it in the game, like for example a Trabant, you have to make it so cheap that it triggers the 'slider-block' that triggers when making a car that is literally unbuyable for being too shitty and cheap (like the Smith Flyer). The civilian buyer has far too low income to buy a reasonable car.

I did however find some limited success making trucks for the army but the low payout and sheer volumes were almost too massive to handle. Starting in the 50's trying to make a mix of sedans and economy cars as Moskvich/IZH was also fruitless, as was a 60's start as a VAZ-ZAZ inspired company making economy cars. I have tried multiple starting years and setups loosely based in reality: Starting in the 20's as a GAZ equivalent making regular/upper level sedans was no luck.
